Programme Office

The NGMN Alliance has established a Programme Office to facilitate collaboration between its partners, to manage the Work Programme, and to ensure achievement of the overall vision and objectives. In addition, the Programme Office takes care of

  • the NGMN programme/project management and decision processes;
  • public relations, organization of internal/external events and conferences;
  • all administrative, financial and legal aspects of NGMN e. V.

Dr. Peter Meissner

Chief Executive Officer

Dr. Meissner has over 30 years of experience in various telecommunication fields including more than 15 years of general management responsibilities with operators of mobile communication networks. In addition, he has extensive experience in research, technology strategy and management, emerging technology assessment, innovation transfer, and organization development. From 2000 until 2006, Dr. Meissner held positions as a senior executive in Orange - first as CTO with Orange, Switzerland, and finally as Corporate Vice President with France Telecom - Orange, Paris. Prior to joining Orange, he was more than 7 years with E-Plus Mobilfunk as General Manager, Systems Engineering.

Since July 2006, Dr. Meissner has been running his own consultancy company, focusing on innovation, strategy, and organization development in key areas of the telecommunications industry. One of his appointments is to support the world's leading operators, vendors and research institutes as CEO of the Next Generation Mobile Network (NGMN) Alliance.

Responsibilities within NGMN:

  • Management of NGMN (Strategy, Financials, HR, Partners, Events, Governance, Processes, Contracts)
  • Planning & execution of management meetings (AGM, Board, 5G BC, NGMN Forum)
  • Supervision of NGMN work programme (roadmap, milestones, delivery plan, reporting, alignment, escalation )
  • External Communication, representation, and stakeholder relationships

Stefan Engel-Flechsig

Legal Counsel

Stefan Engel-Flechsig is practicing lawyer admitted at the bar in Cologne/Germany. His special focus of work is with ICT regulation, standardization and strategy in the global networked economy. He has over 20 years specialized experiences in computer science, law and mobile commerce. He has held various leading positions in the German Federal Government and in the wireless as well as the IT security industry. With his specialized legal expertise he supports global industry organisations in the ICT area. He is supporting the Next Generation Mobile Networks (NGMN) Alliance since its launch in 2007.

Responsibilities within NGMN:

  • Legal support to the establishment of NGMN
  • Legal support to AGM, Board, Forum, projects and processes
  • Legal support to contracts and agreements
  • Legal support in competition issues and IPR
  • Audit, taxation and invoicing

Klaus Moschner

Executive Programme Manager

Klaus Moschner was born in Germany and holds a University degree in Telecommunications from the Technical University Darmstadt in Germany. In 2000, he started working at Motorola in the UMTS network division. He first took responsibility for RF planning, pre-sales support in Germany, and, based in UK, for new product introduction of UMTS RAN and Core technologies to European operators. In 2004, he joined Motorola’s Customer Support Management being in charge of software upgrades, issue handling and escalation management. Klaus Moschner got certified as Project Management Professional (PMP) with PMI. He joined NGMN in September 2011.

Responsibilities within NGMN:

  • Management of projects, work streams, and information exchange
  • Supporting management committees (Board, NGMN Forum, Working Groups)
  • Representation of NGMN at international industry events and public communication measures
  • Information exchange with Cooperation Partners
  • Managing the programme of NGMN conferences & exhibitions
  • Supervising the IT, DMS and Website environment (performance, content, newsletters)

Feifei Lou

Senior Programme Manager

Feifei received a master degree in Mobile Telecommunications from Rice University, Houston, US in 2006. Since then she worked for China Mobile Research Institute, Beijing, China in programme management and standardization roles. She supported the NGMN Alliance from the very beginning and was NGMN Alternate Board Member. Feifei Lou has been certified as Project Management Professional (PMP) with PMI since 2007. She is a Chinese native speaker and speaks fluent English. She joined NGMN in January 2019.

  • Coordination of Board, 5GBC
  • Execution of NGMN’s strategy
  • Management of Work Programme
  • Managing the Speakers of NGMN Conferences and Exhibitions
  • Partner and cooperation partner management
  • Representation of NGMN at international industry events and public communication measures

Natacha Schubert

Senior Office Manager

Natacha Schubert spent many years working for the Intercontinental Hotel Group in Los Angeles, Hamburg and New York. She then switched to Deutsche Telekom / T-Systems NY as Executive Support Manager for the VP Sales & Marketing responsible among other various office management tasks for meeting and event planning. She also has experience in travel and tourism as well as restaurant management. Before joining NGMN, Natacha Schubert spent 2 years working for an Executive Search firm in Düsseldorf. Natacha is fluent in English, French and German.

Concetta Vistato

Office Manager

Prior to joining NGMN, Concetta was the Revenue Accounting and Control Associate at The MathWorks srl in Italy. She has more than 14 years extensive experience in accounts receivable, training, customer service, operations and finance.  She spent one year at The MathWorks headquarter in Boston, to improve the internal workflow processes and implement the new processes into the EMEA organisation. She is an Italian native speaker and speaks fluent English.
