The NGMN Alliance seeks to incorporate the views of all interested stakeholders in the telecommunications industry and is open to three categories of members: MNOs (Members), vendors (Contributors), and academia contributing substantially to mid- to long-term innovation (Advisors). Each of these member categories has different rights as laid down in the NGMN Alliance Articles of Association and the
NGMN Participation Guidelines.
The organisation is established as highly flexible and effective with governance structures characterised by short decision-making paths, efficient processes as well as a pragmatic and project-oriented mode of operation.
The management bodies are the Board of Directors, the Strategy and Programme Committee (SPC) and the Forum.
The NGMN Alliance is constituted through NGMN Alliance e.V. and headed by a Board of Directors (Board). As the NGMN Alliance is an operator-driven initiative, Board membership is restricted to mobile network operators. The Board gives strategic guidance for the NGMN Alliance’s objectives and the Work Programme and represents the ultimate decision authority within NGMN Alliance e.V. It decides on the strategic direction, project establishment, publication of results and the budget. The Board is chaired by one of the Directors of the Board.
The role of the Strategy and Programme Committee is to prepare Board decisions with regards to new project proposals, to align projects from an overall perspective, and to supervise the current Work Programme.
The NGMN Alliance e.V. CEO is appointed by the Board and is responsible for achieving the overall objectives and the execution of the Work Programme on an operational level. He reports to the Board and is a member of the Board. In addition, a Programme Office has been established to facilitate collaboration of the Membership, to manage the Work Programme, Partner relationship, financials, events and conferences, marketing, communication as well as legal matters. The Programme Office is headed by the CEO.
The Forum serves as an open platform for information exchange amongst the NGMN Membership, detailed discussion of all projects as well as regular update on innovations in technology, network architecture and applications. It acts as a consultative plenary body to coordinate the collaboration between Members, Contributors and Advisors and to provide assistance to the Board and the CEO in managing the Work Programme.
The Work Programme is executed through a number of projects which are assessed, initiated, supervised and approved by the Board. The Work Programme is guided by a structured process with clearly defined procedures to initiate, produce, approve and disseminate the NGMN Alliance deliverables which are required to achieve the NGMN Alliance e.V. objectives.
